Open the bolt and look inside the magazine while operating the cutoff. You will see its business end in operation. It's extremely self-evident once you learn where to look.

FWIW, the cutoff on the M1903 doesn't inhibit the magazine follower. It simply prevents the bolt from retracting far enough to engage a cartridge from the magazine.
