If the shell is making it into the action it is not being left in the chamber. The extractor is the long spring on the top of the bolt with a downturned hook in front. It hooks the rim of the shell and pulls it out of the chamber into the breech. It is the ejector that kicks the shell out of the breech. When you pull your bolt all the way back it should pop up due to the heal of it’s bent shape being pushed on by the bottom of the bolt. I suspect your ejector is either broke, missing or lacking in bend.

The ejector pops up fine. And it will actually throw loaded rounds out fine. It seems that when the empty brass gets barely touched by the ejector, the rim slips off the extractor. This leads me to think the extractor isnt holding the brass tight enough...??? maybe?
