Without photos, it's impossible to tell much about your Krag.
  However, from the info you did post:
  1.  If the barrel is ca. 24" long, it was never a carbine barrel - could be a cut-down rifle barrel.
  2.  A 3" long ramp for the front sight is a sporting modification.
  3.  The metal strip ahead of the band is the band retainer spring, which kept the band in place.
  4.  The rear sight, if an 1898-type, (the first to incorporate a windage knob) could be either for a rifle or carbine, the graduations being the same.  The carbine sight will have a letter 'C' marked on the right-hand side of the ramp.
  On balance, your Krag is probably a cut-down and semi-sporterized rifle.
