I think this device would have been more likely.  US made, and the spacing appears to be correct when I compared the length of the Mosin pictured to the outside lightening cuts of the Krags.  Wish I had more pics to go by.    (You need to Login Cummings was a listed supplier to military schools in 1908 and would likely have used Krags before the Mosins became available.
