How loose or how snug will the 30-40 cartridge fit into the 45-70 loops.

If I were at home and had access, I'd do it myself.

Gee....30 caliber is 0.30 inch compared to .45 caliber which is 0.45 inch. The belts are fabric and have some stretch to them but give math some credit.

Keep looking for what you want in the 30-40 Krag caliber. Probably will suit you fine.
