According to QuickLOAD, burning rate is the same for both varieties of H4831 but the short-cut kernels allow a bit more weight of powder in the same space as "normal" H4831. This could be useful if you're planning on using it for your .30/06 long-range loads - as you might have difficulty stuffing enough regular H4831 in the case for sufficient velocity to be supersonic at 1000 yards - especially if you're sticking with that heavy LC brass you mentioned.
