Here is a link to a testimonial from Colonel Theodore Roosevelt on November 22, 1898 shortly after the Spanish American War. It is from a "Commission Appointed By the President To Investigate the Conduct of the War Department In the War With Spain." The testimonial starts on page 2255 and ends on 2272. This was originally printed in 1900.
