I believe that was an improvised adapter so 'Blank Cartridges' could be fed through the magazine.

Likely done for a Veterans' Group Honor Guard.

Hollywood 'prop guns' for the movies also had such alterations.

Possibly replacing the Side-Plate will restore magazine function.
