Just noticed this photo while searching Library of Congress photo archives on line.  Picture is 1/2 of stereoscope photo.  This is a neat site and you can view digital copies in very high resolution and close detail.  National Guardsman is handling apparent 1899 Carbine.  Others in background have carbines and revolvers.

Stencil on crate reads "No. 3 Troop".  Given the proximity to field kitchen, I imagine it contains food or condiments.  However, since this is San Francisco, Peoples' Republic of California, the chest may contain 'missing' Military Ballots.
