I think this device would have been more likely.  US made, and the spacing appears to be correct when I compared the length of the Mosin pictured to the outside lightening cuts of the Krags.  Wish I had more pics to go by.  (You need to Login to view media files and links) Cummings was a listed supplier to military schools in 1908 and would likely have used Krags before the Mosins became available.

Looks like mystery solved. I did an inadequate job of describing the lobe. It will rotate 180 degrees as you can see in the attachments. It is with a threaded hole and looks to match the pic of the STRM. What do you think? FYI, the bolt cocks when cycled 100% of the time.

Has anyone ever seen a Sub Target Rifle Machine? Have any survived?  This rifle is proof that they indeed existed.
