Since it is a 6-digit number, there are only four possibilities, so the first digit HAS to be a 3 (as it is clearly not a 1, 2 or 4) but a casual glance does show why the "8" nonsense comes up - very poor quality strike.

We know less than 1/2 million, (500,000), U.S. Krags of all models and configurations were made. (We can eliminate 5 through 9 as the possible first digit).

I tried clearing up a couple of OP's pictures. It is easy to see how numbers can be confusing. Front sight and muzzle are battered, but, carbine.
