What exactly are these men doing?

This WW1 vintage photograph shows some assembly or inspection process going on. The 1903 rifles are almost complete.

The Vise appears to have a 'block' that may hold a rifle via the magazine-well.

There is a screwdriver, brace & bit, and machinist hammer visible on the work-bench.

There is a pile of parts (bolts, followers, magazine floor-plates, rear-sights?) on the bench.

The first workman has an odd shaped tool or device in his right-hand. Is he gauging, inspecting, assembling, or striking an inspector's 'cartouche'? Is the butt of the rifle in some 'cup like' holder?

Pictures can generate more questions than answers!
