Vetterli bolt removal

What is the proper procedure for removing the bolt?  I have pushed the bolt key (sliding bar)to the left.  Is it supposed to come all the way out?  Mine doesn't, which makes sense because it would seem like it is an easy piece to lose in the field.
The bolt won't slide out with the key all the way to the left.  What am I doing wrong?

The key is intentionally captive, but we also have to remove the floorplate and elevator assembly to take the bolt out. To do so, first remove the big screw that traverses the receiver.
