This appears to be a new item offered by "What Price Glory". It is billed as a "Mills 1881 - .45-70 cartridge belt".
I have never seen anything original quite like it. It does look colorful and neat for 'Range Use', with a .45-70. I don't know if loops are woven into the belt or sewn on.
This looks like a rough version of the (rare) two-piece 1883 buckle has been merged with the late 1890's cast buckle.
(This is good, because it allows 'utility and look', but, frustrates fakery).
IDKA the colored edging? I don't think that was originally done, but, the blue is pretty. I might get one to use with my 'trapdoor' rifle.
(p.s. End-grommets were put on some Mills Belts; it allowed two belts to be laced together to make a bandolier).
