recently got a Norway krag but the bolt face was ground smooth and the chamber was coated in epoxy. why would any one do this to what appears to be a good rifle? Is it worth chamber reaming and replacing the bolt ?

If rest of the krag is original OK, it should be worth restaurated. Perhaps it is rather easy to get the epoxy out, and no setback of barrel needed.
Cheap bolt here: (You need to Login to view media files and links)

and here, (You need to Login to view media files and links) but note that the bolt is a Steyr made m1894 norwegian so will not fit directly to a m94 kongsberg krag, or m1912 kongsberg made carabine.
