1898 Bolt Question

I acquired a 1898 bolt in excellent condition but with a coat of soft solder coating the bottom of the cocking piece sear, not the face of the sear.

Is this an old gunsmith modification or someone trying to cover-up some pitting ?

Also do the numbers on the bottom and side of the bolt handle mean anything or are they just steel lot numbers.
