Proof of antique serial number determination

I know about the BATF ruling that Krags with serial numbers below 152670 are legally considered to be antiques.  However,  I have been in been touch with someone about possibly buying his Krag with a number lower than that, and he wants me to go through an FFL unless I can provide actual proof of the BATF ruling.  Can someone provide a link to a federal website that might satisfy that, or maybe scan and upload a copy of a document from BATF that deals with the issue?

Contact your State ATF office and they can provide you with the information and may even email you the data.
